For most Singapore SMEs, the right move is to buy a local payroll specialist and only build the operational layer that sits above it. Here is how to decide.

Most Singapore SMEs Should Buy This, Not Build It
We build custom software, and this is the category where we most often tell companies not to. HR and payroll is heavily regulated, changes with the Budget, and is served by several good Singapore products that already handle CPF, IR8A and the rest. Rebuilding that is paying to reinvent compliance you can rent.
So this guide does two things: it sorts the real SG options by who they suit, and it draws the line where building genuinely does make sense, which is narrower than agencies usually admit.
Why Singapore Payroll Is Not Generic Payroll
An international payroll product that has not been localised will fail here, because SG payroll carries obligations that are specific and non-negotiable:
- CPF with contribution rates that vary by age band and by whether the worker is a citizen or PR, plus Ordinary and Additional Wage ceilings that must be applied correctly across the year.
- IR8A annual income reporting, and Auto-Inclusion Scheme submission where applicable.
- IR21 tax clearance for foreign employees leaving, which has to happen before final salary is released.
- Levies and quotas for work permit and S Pass holders, which are a payroll cost, not an HR footnote.
- Employment Act requirements including itemised payslips and record keeping.
The compliance test for any product is simple: does the vendor update it when the rules change, without you asking? If the answer is anything other than a clear yes, you are buying a spreadsheet with a login.

The Options, By Who They Suit
1. Singapore Payroll Specialists
Best for: most SMEs, most of the time.
Singapore has a mature layer of local HR and payroll platforms built specifically for CPF, IR8A and AIS. Talenox, QuickHR, Swingvy, Info-Tech and others compete here, and the category is genuinely well served. They handle statutory filing, keep pace with rule changes, and cover leave and claims alongside payroll.
Where they lose: they model standard employment. Complex shift patterns, piece rates, multi-site rostering with overtime rules that vary by site, or project-based labour costing tend to sit awkwardly or not at all.
2. HR Modules Inside an ERP
Best for: companies already running or buying an ERP, where having payroll cost flow directly into the ledger and into job costing matters more than HR feature depth.
SAP Business One, Odoo, HashMicro and the local ERP vendors all offer HR and payroll modules. The advantage is a single system: labour cost lands against the job or project without an integration in between. Packaged ERPs on the IMDA pre-approved list can also draw PSG support at up to 50% of qualifying costs, capped at S$30,000 per company per financial year. Our ERP comparison covers the suites.
Where they lose: ERP HR modules are usually shallower than a dedicated SG payroll product, and local statutory depth varies a lot by vendor. Verify CPF and IR8A handling specifically rather than assuming a big name covers it.
3. Outsourced Payroll Bureau
Best for: small teams with straightforward employment who would rather not own the process at all, and companies with a compliance-sensitive profile.
Where it loses: data lives outside your systems, turnaround is on their schedule, and cost scales with headcount in a way software does not.
4. Custom-Built: The Narrow Case
Building payroll calculation from scratch is almost always the wrong call. But there is a real pattern where custom belongs, and it is not payroll itself:
- The operational layer above payroll. Rostering across sites, shift bidding, timesheet capture tied to jobs, subcontractor and crew tracking, site attendance. This is where standard products break and where the actual labour cost is decided, long before payroll runs.
- Labour costing into project margin. Contractors and agencies that need hours attributed to a job, variation or client in real time, not reconciled monthly.
- Feeding the payroll product, not replacing it. The pattern we build most often: custom captures the operational reality, computes gross pay inputs, and hands clean data to the payroll specialist that owns CPF and IR8A. You get the fit without owning the compliance.
That last point is the honest recommendation. A custom operational layer in front of a good SG payroll product is cheaper, safer and faster than trying to replace it. A first working module starts from S$3,500 and typically runs four to eight weeks. What to Ask Every Vendor
- Show me a payslip for a 55-year-old PR with Additional Wage in the same month, and the CPF split.
- Show me IR8A generation and, if applicable, AIS submission.
- Show me IR21 tax clearance for a departing foreign employee.
- Where do work permit levies appear, and are they in my labour cost reporting?
- When CPF rates change at the Budget, what do I have to do?
- Export my full payroll history. Show me the file.
- Show hours captured on site reaching the payslip without a spreadsheet in between.
Question one filters hardest. The Ordinary and Additional Wage interaction with age-banded rates is where under-localised products quietly get it wrong, and the error is yours to answer for, not the vendor's.

The Cost People Forget
Payroll software pricing looks simple, usually per employee per month. What moves the real number:
- Implementation and parallel running. Run old and new together for at least one full cycle. Two months is safer.
- Year-to-date migration. Switching mid-year means carrying accurate CPF and income figures across, or IR8A will be wrong.
- Integration. Getting hours in and cost out, if the product does not connect to what you already use.
- The month-end hours nobody counts. If someone still rebuilds timesheets in Excel before payroll runs, the software did not solve the problem.
Time the switch to a financial or calendar year boundary if you possibly can. Mid-year migrations create reconciliation work that lasts until the next IR8A.
